Ms. Jennifer Hubbard is the Director General, Labour Relations & Workplace Management responsible for the provision of strategic advice, guidance and comprehensive program support on all issues pertaining to labour relations and workplace wellbeing.

Ms. Hubbard joined the Public Service in 1991 and spent the first ten years at Statistics Canada in a number of operational program management positions including with the Census of Population and various longitudinal social surveys, notably as the Canadian representative to the Organisation for Economic Co-operation and Development (OECD) in support of launching the first ever international survey aimed to evaluate education systems worldwide. In 2001, Ms. Hubbard joined the Department of National Defence as the Director of Communications for the Ombudsman and later took on the position of Director, Marketing and Advertising in support of recruiting for the Canadian Armed Forces where she led the development of an award-winning advertising campaign entitled Fight with the Canadian Forces which won Créa advertising awards. Ms. Hubbard held a variety of executive positions within National Defence including, Director, Human Resource Management where she was responsible for leading the transformational human resource management change agenda within the department. Most recently, Ms. Hubbard held the position of Director General, International and Industry Programs responsible for the development of international and industry programs in support of the materiel acquisition and support mandate of the National Defence and the Canadian Armed Forces.

Ms. Hubbard attended the University of Ottawa and received a Baccalaureate of Social Sciences with a Minor in Sociology (cum laude).
